Economic planning is characterised by clearly stated, time-bound objectives and by the centralised, deliberate allocation of resources across the economy to meet those objectives — rather than leaving resource allocation purely to market forces.

India's experience of economic planning, carried out through Five Year Plans starting in 1951, displays several defining features; two important ones are:

  1. Objective-based and time-bound. Each Five Year Plan was not an open-ended exercise — it set out specific, stated objectives (such as raising the growth rate, modernising the economy, achieving self-sufficiency, and promoting equity) to be achieved within a fixed period (typically five years).
