A resident is an economic unit (person or institution) whose centre of economic activity lies within a country's economic territory for more than a year, irrespective of citizenship.

In national income accounting, "resident" is not the same as "citizen." The residency test is based on where a unit's centre of economic interest lies, not on which passport it holds. Key points:

  • A resident lives (or is located, for institutions) within the economic territory of a country and carries on the basic economic activities of earning, spending, saving and investing from that location, ordinarily for a period of more than one year.
  • Residency is used instead of citizenship because national income measures domestic economic activity — what is produced using resources located within/controlled from the country — not the nationality of the people who produce it.
  • Examples: a foreign company's branch office operating in India for several years is a resident of India; an Indian citizen working in the USA for many years and settled there is a non-resident of India; foreign tourists, diplomats, and short-term visiting students (under one year) are NOT residents of the country they are visiting. …
