  1. Regulated markets: The government set up regulated markets (mandis) under state Agricultural Produce Market Committee laws, with standardised weighing, transparent auction procedures, and licensed traders, to protect farmers from malpractices such as under-weighing, arbitrary deductions, and price manipulation that were common when sales happened through unregulated private traders and middlemen.

  2. Physical infrastructure — warehousing, cold storage and transport: The government and agencies like the Food Corporation of India and Central Warehousing Corporation built up warehousing and cold-storage capacity, along with better rural roads and transport links, so farmers are not forced to sell their entire produce immediately after harvest (when prices are typically lowest) just because they lack storage — this lets them time their sales better and reduces post-harvest losses.

  3. Cooperative marketing: Cooperative marketing societies were promoted to let farmers, especially small and marginal ones who individually have very weak bargaining power, pool their produce and sell it collectively, securing better prices and reducing dependence on individual middlemen.
