An elementary reaction's order is fixed by its molecularity and must be a small whole number for every species; a fractional order (here, 1/21/2 in AA) can only arise from a multi-step mechanism, so this reaction is not elementary.

For a truly elementary reaction, the rate law can be written directly from the stoichiometry of that one step, because the order in each species equals its molecularity in the collision — and you cannot have 'half a molecule' taking part in a collision. So an elementary step always has small positive integer orders (1, 2, occasionally 3).
