The wave theory of light fails to explain two central experimental facts of the photoelectric effect: the independence of photoelectron energy from intensity, and the existence of a threshold frequency.

Reason 1 — Kinetic energy vs. intensity:

According to the wave theory, the energy carried by a light wave is proportional to its intensity (amplitude²). So increasing the intensity of light should increase the energy delivered to each electron, and hence increase the maximum kinetic energy of the ejected photoelectrons. Experimentally, however, the maximum kinetic energy of photoelectrons is found to be completely independent of the intensity of the incident light — increasing intensity only increases the number of photoelectrons emitted (photocurrent), not their individual energy. The kinetic energy instead depends only on the frequency of the incident light, which wave theory cannot explain.

Reason 2 — Existence of threshold frequency:

According to wave theory, light of any frequency, if intense enough (or given enough time for the electron to absorb sufficient energy), should eventually be able to eject electrons from a metal surface. But experiments show that for every metal there is a definite threshold frequency ν0\nu_0, below which no photoelectrons are emitted at all, no matter how intense the light or how long it shines. Wave theory has no explanation for this sharp cutoff frequency.
