Public expenditure is the spending of government to discharge its duties and promote welfare. Its chief items are defence and law and order, general administration, social services (education, health, housing), economic/development services (agriculture, industry, transport), subsidies, interest on public debt, and pensions/relief. These are classified as revenue vs capital expenditure and plan vs non-plan expenditure.

Meaning

Public expenditure means the expenses incurred by the central, state and local governments to carry out their functions and to promote the economic and social welfare of the people. In modern welfare states it has grown enormously.

Various items of public expenditure

  • Defence: expenditure on the army, navy, air force, weapons and defence establishments.
  • Maintenance of law and order: police, courts, jails and internal security.
  • General administration: salaries and allowances of government servants, running of government offices, elections, etc.
  • Social and welfare services: education, public health, medical care, drinking water, housing, sanitation and social security.
  • Economic and development services: agriculture, irrigation, industry, power, transport, communication and scientific research - spending that builds the economy.
  • Subsidies: on food, fertilisers, exports, LPG and other essentials.
  • Grants-in-aid: transfers from the centre to states and from states to local bodies.
  • Interest payments: interest on internal and external public debt.
  • Pensions, relief and welfare payments: retirement pensions, famine and disaster relief, unemployment relief.
