Transfer Payments are receipts/payments against which there is no current productive service or output — they merely transfer income or purchasing power from one party to another. Examples include old-age pensions, unemployment benefits, scholarships, stipends, subsidies, gifts and donations. Because they do not represent any contribution to current production, transfer payments are NOT included in National Income, so as to avoid overstating it.

Meaning of Transfer Payments

Transfer payments are payments made by the government (or others) to individuals for which no good or service is produced or supplied in return. They are one-sided (unilateral) payments that simply transfer income from one person or group to another, without any current productive activity against them.
