Rural households fall into debt because their incomes are low and uncertain while their needs — for cultivation, consumption and social ceremonies — are large. With little access to cheap bank credit, they borrow from moneylenders at high interest, and crop failures keep them trapped in debt, often inherited from one generation to the next.

Meaning

Rural indebtedness is the accumulated debt burden of farmers and rural families. An old saying is that the Indian farmer is 'born in debt, lives in debt and dies in debt'.

Causes of rural indebtedness

  1. Poverty and low income: Small, uncertain farm incomes leave nothing to save, forcing borrowing even for consumption.
  2. Dependence on moneylenders: Easy but exploitative loans at very high interest rates swell the debt.
  3. Unproductive expenditure: Spending on marriages, festivals, religious functions and litigation.
  4. Crop failure and natural calamities: Droughts, floods and pests destroy income and raise fresh borrowing.
  5. Inadequate institutional credit: Banks and cooperatives do not reach all farmers, especially small and tenant farmers.
