Both Cr2+ and Mn3+ have a 3d4 configuration, which is comparatively less stable; each moves towards a more stable neighbouring configuration by, respectively, losing or gaining one electron — which is exactly why one is a reducing agent and the other an oxidising agent.

Cr2+ (3d4): losing one more electron converts it to Cr3+ (3d3), which in an octahedral field has the configuration t2g^3 eg^0 — an exactly half-filled t2g subshell, a comparatively stable and symmetric arrangement. Since Cr2+ readily loses an electron to reach this more stable Cr3+ state, Cr2+ acts as a strong reducing agent (i.e., it is easily oxidised).
