Planning and controlling are interdependent — planning gives the standards controlling checks, and controlling feeds back to improve planning.

Meaning: Planning is deciding in advance the objectives and course of action; controlling is ensuring actual performance conforms to plans. Their relationship is as follows:

  1. Planning is the basis of control — Control measures performance against standards, and those standards (targets, budgets) come from planning. Without plans, there is nothing to control.
  2. Control completes the cycle of planning — Controlling checks whether plans are being achieved and thereby gives purpose and meaning to planning.
  3. Control feeds back into planning — By exposing deviations and their causes, control provides information that makes future plans more realistic and effective.
