Taylor's scientific management aims at maximum production, not minimum or 'normal' output.

F.W. Taylor developed scientific management as a reaction to the inefficient, rule-of-thumb methods used in factories of his time. Its techniques — time study (finding the standard time for a task), motion study (eliminating wasteful movements), fatigue study, method study, and standardisation of tools and work conditions — are all designed to discover the single "best way" of doing a job and then train every worker to follow it. The differential piece-rate system further rewards workers who exceed the standard output, pushing production upward rather than keeping it at a comfortable average.
