Positive economics describes facts and testable cause-effect relationships — 'what is', not 'what ought to be'.

Positive Economic Analysis is concerned with FACTUAL statements — descriptions of how the economy actually behaves, and cause-and-effect relationships that can be empirically tested (e.g., 'a rise in the price of petrol leads to a fall in its quantity demanded').
