When both prices and income double simultaneously, the budget set remains completely unchanged because the consumer's real purchasing power stays constant.

A budget set represents all the bundles of goods a consumer can afford given her income and the prices she faces. The budget line—the boundary of this set—is defined by the equation p1x1+p2x2=Mp_1 x_1 + p_2 x_2 = M, where p1p_1 and p2p_2 are the prices of goods 1 and 2, x1x_1 and x2x_2 are the quantities, and MM is income.

The key insight here is that what matters for a consumer's purchasing power is not the absolute level of prices and income, but their relative magnitudes. If all nominal values scale up or down together, the real opportunities available to the consumer don't change.

Let's see why. Originally, the budget line is:

p1x1+p2x2=Mp_1 x_1 + p_2 x_2 = M

Now suppose both prices and income double. The new budget line becomes:

(2p1)x1+(2p2)x2=2M(2p_1) x_1 + (2p_2) x_2 = 2M

We can factor out the 2 from the left side:

2(p1x1+p2x2)=2M2(p_1 x_1 + p_2 x_2) = 2M

Dividing both sides by 2:

p1x1+p2x2=Mp_1 x_1 + p_2 x_2 = M

This is exactly the original budget line. The equation hasn't changed at all.

What does this mean geometrically? The budget line's slope is −p1p2-\frac{p_1}{p_2}, which represents the rate at which the market allows you to trade good 1 for good 2. When both prices double, the new slope is −2p12p2=−p1p2-\frac{2p_1}{2p_2} = -\frac{p_1}{p_2}—unchanged. The intercepts also remain the same: the horizontal intercept (maximum of good 1) is Mp1\frac{M}{p_1}, which becomes 2M2p1=Mp1\frac{2M}{2p_1} = \frac{M}{p_1}, and similarly for the vertical intercept. …
