Robbins' 1932 essay An Essay on the Nature and Significance of Economic Science defines Economics as: "a science which studies human behaviour as a relationship between ends and scarce means which have alternative uses." Four elements make up this definition: unlimited ends (wants), scarce means (resources), means having alternative uses, and ends having differing degrees of importance, which forces a choice. This made Economics a universal science of choice, applicable to any decision-maker — a household, a firm, or a state government — facing scarcity.
