Despite being made of thousands of cells, sponges lack a true tissue-level organisation because their cells are not tightly integrated into coordinated functional layers the way tissues are.

Structural organisation in animals increases in complexity as a general evolutionary trend, moving from a purely cellular level, through a tissue level, up to organs and organ systems. At each higher level, structures show greater division of labour and tighter coordination between their component parts.
