Limiting static friction > kinetic friction, so a larger force is needed to start motion than to keep it going.

When a horse pulls a cart or load that is initially at rest, the friction acting between the load and the ground is static friction. Static friction is self-adjusting and increases with the applied force up to a maximum value called the limiting (maximum static) friction, f_s(max) = μ_s N.

To actually set the load in motion, the horse's pull must just exceed this limiting static friction. This is the hardest moment, so the horse has to pull harder at the start.

Once the load begins to move, the friction acting is kinetic friction, f_k = μ_k N. Experimentally, the coefficient of kinetic friction is smaller than the coefficient of static friction (μ_k < μ_s), so kinetic friction is less than the limiting static friction.
