The four major rivers watering Andhra Pradesh are the Godavari, the Krishna, the Penna (Pennar) and the Tungabhadra (a tributary of the Krishna system serving the interior). The Godavari and Krishna, in particular, form the great deltas that are the agricultural heart of the state.

Why irrigation is the decisive determinant:

  1. Delta productivity depends on assured water. The Krishna–Godavari delta is highly productive precisely because it enjoys assured canal irrigation on fertile alluvial soil, allowing intensive, multi-crop rice cultivation — the basis of the "Rice Bowl" reputation.
  2. Rain-dependence makes the interior vulnerable. The Rayalaseema region and other unirrigated tracts depend far more on tanks, wells and an uncertain monsoon, so they are repeatedly exposed to drought and crop failure.
  3. Water availability, not land alone, sets output. Because the same soils yield very differently depending on whether they are irrigated, the state's agricultural output — and the incomes of most of its rural population — rises and falls with water availability. This is why state economic policy places such heavy emphasis on irrigation projects. …
