IAA is made at the growing shoot and root tips, cytokinins at sites of active cell division, and gibberellins in various parts of the plant — all three then act at locations away from where they are synthesised.

Plant growth regulators are intercellular chemical messengers, meaning a plant makes them in one part of its body and they then act on growth, differentiation or development somewhere else. Applying this to each hormone named in the question:
