Part (a): Autonomous transactions are undertaken for their own sake (profit, consumption, investment) and occur independently of the BoP position — the "above-the-line" items that cause a surplus or deficit.

Part (b): Accommodating transactions are official reserve operations by the monetary authority undertaken to finance that surplus or deficit, making the overall BoP balance.

The balance of payments records all economic transactions between residents of a country and the rest of the world over a period. Every transaction is entered twice, so the accounts always balance in an accounting sense. The economic balance, however, depends on the split between autonomous and accommodating transactions.

Part (a)

Autonomous transactions are those undertaken for their own economic motive — profit, consumption, investment, or any other independent reason. They are not influenced by the state of the balance of payments; they would occur whether the country is running a surplus or a deficit.

Examples include:

  • Exports and imports of goods and services — a firm exports machinery because it sees a profitable market; a household imports a car because it wants to consume it.
  • Private foreign investment — a company invests abroad to earn returns, not to correct any imbalance.
  • Remittances — a worker sends money home for personal reasons.
  • Commercial loans given or taken to earn/pay interest.

These are called "above-the-line" items because they determine whether the BoP is in surplus or deficit. If total autonomous credits (receipts) exceed autonomous debits (payments), there is a surplus; if debits exceed credits, there is a deficit. …
