In the first transition series (Sc to Zn), the maximum oxidation state shown by any element rises steadily from Sc (+3) up to Mn, then falls again for the later elements. This is because oxidation states up to the group number depend on the number of unpaired 3d and 4s electrons available for bonding — the number of available (unpaired + paired-but-usable) electrons increases up to Mn (group 7, with 3d⁵4s² electrons, all seven of which can in principle be involved in bonding) and then decreases past Mn because the increasing nuclear charge causes the d-electrons to be held more tightly (poor screening by d-electrons) and pairing up starts to reduce the number of electrons available for higher oxida …
