Step 1 - No d orbitals available

Boron's valence shell is n=2n=2 (2s,2p2s,2p only) - there are no 2d2d orbitals in existence, so boron cannot expand its octet or use d orbitals for extra bonds the way heavier group 13/14 elements can.

Step 2 - Steric limitation

Even setting orbitals aside, boron's atomic/ionic radius is very small; six F atoms cannot be packed around such a small central atom without severe steric strain.
