The alkyl group's +I effect increases electron density on N, making alkylamines more basic than NH3.

Basic strength of an amine depends on the availability of the lone pair of electrons on nitrogen for donation to a proton (H+).

In ammonia (NH3), nitrogen bears the lone pair but has only hydrogen atoms attached. In an alkyl amine (e.g. CH3NH2), the alkyl group is electron-releasing (it shows a positive inductive, +I, effect). It pushes electron density towards the nitrogen atom, increasing the electron density on N and making the lone pair more readily available for bonding with a proton. It also stabilises the resulting protonated cation (ammonium ion) by dispersing its positive charge.
