It argues that the ultimate purpose of development is to create an environment in which people can live long, healthy, and creative lives, and have access to knowledge and a decent standard of living. It is about enabling individuals to lead lives they value, rather than just increasing national income.

The scholar who pioneered and introduced this transformative concept of Human Development was Dr. Mahabub-ul-Haq, a distinguished Pakistani economist. He introduced this concept in 1990, leading to the creation of the first Human Development Report for the United Nations Development Programme (UNDP).
