Part (a): overusing or wasting resources today reduces what future generations can use — the intergenerational-equity principle at the core of sustainable development; Part (b): the welfare approach to human development treats people as beneficiaries and stresses state action and higher public spending on education, health and social services.

Part (a)

The statement captures the principle of intergenerational equity on which sustainable development rests: every generation holds the planet in trust for the next. We have the right to use the earth's resources to improve our lives, but only in a way that does not cheat those who come after us.

When resources are misused — through overuse (taking more than can be replenished) or sheer waste — the opportunities left for the future shrink, and those opportunities include not only materials but clean air, a stable climate, fertile soil and biodiversity. Consider groundwater: in many parts of India farmers pump aquifers far faster than rain can recharge them, so that within a few decades future farmers may have no irrigation at all. Consider fossil fuels: coal and oil took millions of years to form, yet we burn them in a few centuries, and the carbon released warms the planet, leaving the next generation an unstable climate of erratic monsoons, rising seas and fiercer storms. Consider forests: cutting timber without replanting destroys watersheds, wildlife habitats and soil fertility. In each case the misuse is not merely wasteful — it permanently reduces the resource base of those who follow. …
