When we examine how the nation distributes its freshwater resources across different sectors, one category dominates to an extraordinary degree.

Agriculture consumes roughly 80–85% of all freshwater withdrawn in India. This massive share exists because irrigation remains the backbone of Indian farming. The country has invested decades in building canal networks, tube wells, and tank systems to water crops, particularly in regions where monsoon rainfall is unreliable or insufficient. Rice paddies in Punjab and Haryana, sugarcane fields in Maharashtra and Uttar Pradesh, cotton in Gujarat—all these water-intensive crops draw from rivers, groundwater, and reservoirs on a scale that dwarfs every other use.

The remaining water divides between two much smaller sectors:

  • Domestic use accounts for approximately 8–10% of total consumption. This includes drinking water, cooking, bathing, sanitation, and other household needs across urban and rural India. Though the population is enormous, per capita domestic consumption remains relatively modest compared to industrialized nations.

  • Industries take up about 5–8% of the water budget. Manufacturing processes, thermal power plants (which need cooling water), textiles, chemicals, and other industrial activities all require water, but their combined demand still falls well short of agricultural needs.
