Part (a)

For nearly four decades, Indo-US relations were cool: India's non-alignment and closeness to the Soviet Union, and America's alliance with Pakistan, kept the two democracies apart. The collapse of the Soviet Union removed that framework and opened the way for engagement.

  • Economic convergence: India's 1991 liberalisation dismantled the Licence Raj and welcomed American trade and investment. The IT boom, outsourcing and the influential Indian diaspora in the United States became powerful bridges, and bilateral trade grew rapidly.
  • Strategic convergence: Both democracies saw value in balancing the rise of China in Asia. After the 2001 terrorist attacks, counter-terrorism cooperation and intelligence-sharing deepened, as India had long faced cross-border terrorism.
  • The civil nuclear deal: The 2005–2008 India–US civil nuclear agreement was a turning point, with Washington accepting India as a responsible nuclear power outside the NPT — unthinkable during the Cold War. Defence ties, joint exercises, arms sales and logistics agreements followed, and the Quad and Indo-Pacific framing reflected the alignment. …
