This achievement, he shared, is a result of sustained efforts in health care, sanitation, awareness and medical access. In the light of the above statement, explain how investments in health care contributes to a nation’s development. Support your answer with valid arguments.

The formal sector consists of registered enterprises bound by labour laws such as the Factories Act (1948), the EPF Act (1952) and the ESI Act (1948). Because of this framework, formal-sector workers enjoy:

  • Regular, predictable income — a monthly salary at or above the statutory minimum wage, with protection against arbitrary dismissal.
  • Social security — provident fund and pension, ESI medical cover, gratuity, and paid annual/sick/maternity leave.
  • Safe conditions and job security — regulated hours, safety norms, and compensation for workplace injury.

The informal sector operates outside this framework — daily-wage labourers, domestic helps, street vendors, agricultural labourers have no written contract, no paid leave, no PF or ESI, and can be hired or fired at will; their earnings are irregular and often below the minimum wage.

Example: Ravi works in a registered factory earning a monthly salary with employer-matched EPF, ESI cover and paid leave, and his job is protected. Suresh is a daily-wage construction labourer who earns only on the days he finds work, has no PF, cover or leave, and loses income entirely in the monsoon or when injured. …
