Part (a): Land reforms — abolishing intermediaries, securing tenancy, imposing ceilings and consolidating holdings — gave cultivators ownership and incentive, enabling the Green Revolution. Part (b): Import restrictions were imposed to save scarce foreign-exchange reserves and to protect domestic industry so India could become self-sufficient.

Part (a)

At independence, Indian agriculture was trapped in a colonial, feudal structure: absentee landlords extracted rent from insecure tenants who had no incentive to invest. Institutional (land) reforms aimed to rewrite these agrarian relations:

  1. Abolition of intermediaries. Zamindari, jagirdari and similar systems were legally abolished in the 1950s, establishing a direct link between the state and the cultivator. Millions of tenants gained ownership or occupancy rights and, with it, the incentive to invest in their land.
  2. Tenancy reforms. Laws gave security of tenure and regulated (reduced) rents, and in some states conferred ownership on tenants. West Bengal's Operation Barga, which registered sharecroppers and gave them heritable rights, is the leading success.
  3. Ceiling on landholdings. Upper limits were placed on how much land a family could own, with surplus land to be redistributed to the landless — intended to cut inequality and create a class of small owner-cultivators.
  4. Consolidation of holdings. Scattered strips of land were combined into single compact holdings, making irrigation, mechanisation and modern cultivation feasible. …
