  2. Primary goal. To achieve self-sufficiency in foodgrains — sharply raising wheat and rice output to overcome chronic food shortages and end dependence on food imports.
  3. Two impacts.
  1. Rise in production and marketable surplus. HYV technology multiplied yields per hectare, turning India from a food-deficit country into a food-surplus one, able to build buffer stocks and stabilise prices; a large marketed surplus reached consumers.
  2. Increased regional and inter-personal disparities. Benefits concentrated in regions with assured irrigation and capital (Punjab, Haryana, western UP), while rain-fed areas lagged. Within these regions, large farmers who could afford seeds, fertilisers and machinery gained far more than small farmers, widening income inequality. …
