Epidermis is a differentiated protective layer, and it is precisely at the root tip and shoot tip — where cells are still undifferentiated meristem — that no true epidermis has yet formed.

Epidermis, by definition, is a layer of cells that has already differentiated from meristematic tissue into a specific protective covering.
