The polar −OH-OH group of alcohols and phenols hydrogen-bonds with water, which is what makes them water-soluble; solubility falls as the non-polar hydrocarbon part grows.

Water is a highly polar, hydrogen-bonded solvent. A substance dissolves readily in water when it can form similar hydrogen bonds with water molecules — this is the classic "like dissolves like" principle applied to hydrogen bonding.

Both alcohols (R–OH) and phenols (Ar–OH) possess a polar −OH-OH group. The oxygen of this group has lone pairs that can accept a hydrogen bond from water, and the O–H hydrogen can donate a hydrogen bond to the oxygen of water:

R−O−H⋯O(H)HandR−O⋯H−O−HR{-}O{-}H \cdots O(H)H \quad \text{and} \quad R{-}O \cdots H{-}O{-}H

This intermolecular hydrogen bonding with the surrounding water molecules allows alcohol/phenol molecules to be surrounded and stabilised by water (solvation), which is what makes them soluble.
