State-Level Institutions in Odisha: IPICOL, APICOL and IDCO
The Government of Odisha has set up its own specialised corporations to promote industry, agri-business, and industrial infrastructure within the state. The three most important are IPICOL, APICOL, and IDCO.
1. IPICOL — Industrial Promotion and Investment Corporation of Odisha Limited
IPICOL is the State-level agency for the promotion of medium and large industries in Odisha and for attracting investment into the state. It acts as a facilitator between the entrepreneur and the government.
Main functions of IPICOL:
- Promoting industrial investment in Odisha by identifying opportunities and attracting entrepreneurs and investors to the state.
- Acting as a single-window / facilitation agency for medium and large projects — helping entrepreneurs get the various clearances, approvals, and incentives.
- Providing project counselling and guidance and, historically, term finance to industrial projects.
- Helping the state implement its industrial policy and investment-promotion schemes.
2. APICOL — Agricultural Promotion and Investment Corporation of Odisha Limited
APICOL is the state agency that promotes agri-business and agricultural entrepreneurship in Odisha. It encourages people to set up enterprises in agriculture and allied fields (such as horticulture, dairy, poultry, fisheries, and food processing).
Main functions of APICOL:
- Promoting agri-based enterprises and self-employment in agriculture and allied sectors.
- Helping agri-entrepreneurs obtain government subsidies and financial assistance for eligible projects.
- Providing guidance, training, and project information to those wishing to start agri-business ventures.
- Acting as a nodal agency for various agriculture-related development and investment schemes of the state.
3. IDCO — Odisha Industrial Infrastructure Development Corporation
IDCO is the state agency responsible for developing industrial infrastructure in Odisha. It provides the physical base — land and facilities — on which industries can be established.
Main functions of IDCO:
- Developing industrial estates, industrial parks, and areas with roads, power, water, and drainage.
- Allotting developed land and ready-built factory sheds to entrepreneurs, so that a unit can start without the entrepreneur having to arrange land and construction alone.
