A rise in production cost (excise duty) shifts the whole supply curve left (decrease in supply); a fall in production cost (cheap raw material) shifts it right (increase in supply).

A "change in supply" (as opposed to a "change in quantity supplied") means the ENTIRE supply curve moves, because a factor OTHER than the commodity's own price has changed — here, the cost of production.

(a) Government raises excise duty on liquor production:

A higher excise duty directly raises the firm's per-unit cost of production. At the SAME market price as before, producing and selling liquor is now less profitable, so firms are willing to supply a SMALLER quantity at every given price.

  • Diagram: on a price (Y-axis) – quantity (X-axis) graph, draw the original supply curve SS. After the duty hike, the ENTIRE curve shifts to the LEFT (or equivalently, upward) to a new curve S₁S₁, lying to the left of SS at every price level — this is called a decrease in supply.

(b) Firm gets cheap raw material:

Cheaper raw material lowers the firm's cost of production. Production is now more profitable at the SAME price as before, so firms are willing and able to supply a LARGER quantity at every given price. …
