Unlike traditional crimes, cybercrimes leave digital footprints that require technical expertise to trace, which is why a dedicated cyber cell exists in every state and major city.

Knowing how to file a complaint ensures you can act quickly when something goes wrong online. Speed matters: evidence like IP logs, transaction records, and chat histories can be time-sensitive or deleted by perpetrators.


Steps to File a Complaint with Your Local Cyber Cell

1. Identify Your Jurisdiction

Every state in India has a cyber cell, and major cities have dedicated cyber crime police stations. You can file a complaint:

  • Online through the National Cyber Crime Reporting Portal: cybercrime.gov.in
  • In person at the nearest cyber cell or police station with a cyber crime unit
  • By phone using the national helpline 1930 (for financial fraud and cyber crimes)

The portal automatically routes your complaint to the appropriate jurisdiction based on the location of the crime or your residence.

2. Gather Evidence Before Filing

Do not delete anything. Collect:

  • Screenshots of messages, emails, posts, or transactions (with timestamps visible)
  • URLs of websites, social media profiles, or phishing pages
  • Transaction IDs and bank statements (for financial fraud)
  • Email headers (full headers showing sender IP and routing information)
  • Chat logs or call recordings (if applicable)
  • Any communication with the perpetrator

Save everything in a folder. The more evidence you provide, the stronger your case.

Do NOT confront the suspect or alert them that you are filing a complaint. This can lead to evidence being destroyed or accounts being deleted.

3. File the Complaint Online

Visit cybercrime.gov.in and:

  1. Click "Report Cybercrime"
  2. Choose the category:
    • Women/Child Related Crime (for harassment, morphing, stalking)
    • Financial Fraud (UPI scams, phishing, fake investment schemes)
    • Social Media Crime
    • Ransomware, Hacking, etc.
  3. Fill in details:
    • Your name, contact, and address
    • Description of the incident (be specific: dates, amounts, usernames)
    • Upload evidence files
  4. Submit. You will receive an acknowledgment number — save this for tracking.

For child pornography or sexual abuse content, there is a separate "Report and Track" option that is handled with higher priority.

4. File in Person (If Needed)

If the crime is severe (e.g., financial loss above ₹1 lakh, blackmail, threat to life), visit the cyber cell in person:

  • Bring printed copies of all evidence
  • Carry two passport-size photos and an ID proof
  • Write a detailed complaint letter (or the officer will help you draft an FIR)
  • Get a copy of the FIR with the case number

You can find the address of your state's cyber cell by searching "[Your State] Cyber Cell" or calling the local police control room.

5. Follow Up

After filing:

  • Track your complaint status on the portal using the acknowledgment number
  • The cyber cell may call you for additional information or to record a statement
  • Cooperate fully and respond promptly to any requests

Example: Filing a UPI Fraud Complaint

Suppose you transferred ₹15,000 to a fraudulent UPI ID after receiving a fake "KYC update" SMS.

Evidence to collect:

  • Screenshot of the SMS
  • UPI transaction screenshot (showing UPI ID, date, amount)
  • Bank statement entry
  • The phone number or link in the SMS

  1. Go to cybercrime.gov.in → Report Cybercrime → Financial Fraud
  2. Fill in:
    • Incident Date: (date of transaction)
