With zero net external torque, L=IωL = I\omega stays constant, so a decrease in moment of inertia I must be compensated by an increase in angular velocity ω, and vice versa.

Statement: If the net external torque acting on a system about a given axis is zero, the total angular momentum of the system about that axis remains constant (conserved).

This follows from the rotational analogue of Newton's second law:

τext=dLdt\tau_{ext} = \frac{dL}{dt}

If τext=0\tau_{ext} = 0, then dLdt=0\frac{dL}{dt} = 0, so L=Iω=constantL = I\omega = \text{constant}.
