With zero external torque, angular momentum L = Iω is conserved; if the moment of inertia I decreases, the angular speed ω must increase to keep L constant.

Law of conservation of angular momentum: If the net external torque acting on a system (about a given axis or point) is zero, then the total angular momentum of that system about that axis remains constant with time:

τext=dLdt=0⇒L=Iω=constant\tau_{ext} = \frac{dL}{dt} = 0 \quad \Rightarrow \quad L = I\omega = \text{constant}

where I is the moment of inertia and ω\omega is the angular velocity.
