Constructing a reliable index number involves several genuine difficulties: selecting a normal, stable base year; deciding which commodities/items to include; assigning appropriate weights reflecting relative importance; and choosing the right statistical formula/average - getting any of these wrong distorts the index.

  1. Choice of base year: The base year must be a 'normal' year, free from abnormal events (war, famine, extreme price fluctuation); picking an atypical year as the base will bias all subsequent comparisons.

  2. Selection of commodities: It is practically impossible to include every commodity, so a representative sample must be chosen - but there is no universally agreed way to decide which items genuinely represent the group (e.g., which food items to include in a Consumer Price Index).

  3. Assignment of weights: Not all commodities are equally important to consumers (e.g., food vs. luxury items), so appropriate weights must be assigned to reflect their relative importance - but these weights themselves change over time and are difficult to estimate accurately.
