'Growth with equity' is the Five Year Plans' twin objective of raising national income/output while also ensuring that the fruits of that growth reach all sections of society fairly, particularly the poor, reducing inequality rather than letting growth benefit only a few.

India's planners recognised early on that growth alone - a rise in GDP or per-capita income - does not automatically translate into a better life for everyone; without deliberate policy, the benefits of growth can be captured disproportionately by the already well-off, widening inequality. 'Growth with equity' as a planning objective therefore meant pursuing a high growth rate of output AND simultaneously pursuing social justice - reducing poverty, reducing inequalities of income and wealth, and ensuring that disadvantaged groups and regions also share in the gains.
