Economic growth is a quantitative rise in output/income; economic development is the broader process that also includes qualitative improvements in people's living standards and welfare.

Explaining the distinction:

Economic Growth:

  • A purely QUANTITATIVE measure — an increase in a country's real Gross Domestic Product (GDP) or Gross National Product (GNP), or in per-capita real income, over a period of time.
  • It can be measured directly and objectively from national income statistics.
  • Growth alone says nothing about HOW that extra output is distributed, or whether ordinary people's quality of life has actually improved — a country can register strong GDP growth while poverty, inequality or unemployment stay high or even worsen ("jobless growth" or "growth without development").

Economic Development:

  • A much BROADER, more QUALITATIVE concept, that includes economic growth as a necessary (but not sufficient) component, together with:
    • Improvement in living standards (better housing, nutrition, sanitation),
    • Reduction in poverty and income inequality,
    • Better health outcomes (life expectancy, infant mortality) and education (literacy),
    • Structural changes in the economy (e.g. a shift from agriculture towards industry/services) and institutional/social progress. …
