The four long-period goals of India's Five Year Plans are Growth, Modernisation, Self-Reliance, and Equity.

Every Five Year Plan in India, while differing in its specific targets, pursued the same four broad, long-period goals:

  1. Growth: increasing the country's capacity to produce goods and services, reflected in a rising GDP and per-capita income over time.
  2. Modernisation: adopting new technology and changing the structure of production (e.g. shift from agriculture to industry and services), along with social changes such as expanding women's rights and participation.
  3. Self-Reliance: reducing dependence on foreign aid/imports, especially for essential goods like food grains, machinery, and defence equipment, by building domestic production capacity.
  4. Equity: ensuring that the benefits of economic growth reach all sections of society, especially the poor, and reducing economic inequality — "growth with justice."

These four goals together guided planning priorities across every Five Year Plan from 1951 onward, even as specific sectoral targets varied plan to plan.
