Indian industry on the eve of independence was underdeveloped and narrow, having been systematically weakened under colonial rule.

State of Indian industries at the time of independence:

  1. Decline of traditional handicrafts: India's world-famous handicraft industries (textiles, metalwork, etc.) collapsed due to competition from cheap machine-made British goods and discriminatory tariff policies that favoured imports over Indian products.
  2. Narrow modern industrial base: modern large-scale industry was largely confined to cotton textile mills (concentrated in Western India, e.g. Bombay, Ahmedabad) and jute mills (concentrated in Eastern India, mainly Bengal).
  3. Absence of capital goods industries: India had almost no industries producing machinery, heavy equipment or capital goods - the economy had to import such goods, keeping it industrially dependent.
  4. Limited and late growth of some industries: iron and steel industries (e.g. TISCO, 1907), sugar, cement and paper industries emerged only in the early 20th century, and even then on a small scale relative to the population. …
