  2. Very small industrial workforce: only a small fraction of workers (roughly 10%) were engaged in the manufacturing/industrial sector, consistent with India's weak industrial base under colonial rule.
  3. Small services sector: the remainder of the workforce was in services, again a small share compared to agriculture.
  4. Regional variation/imbalance: the occupational pattern was not uniform across provinces. States like Madras (now Tamil Nadu), Bombay (Maharashtra and Gujarat), Bengal and Punjab saw a relative decline in their dependence on agriculture and a corresponding increase in the industrial/service workforce over the preceding decades, while in other regions (e.g. Odisha, erstwhile Rajputana states) dependence on agriculture, in fact, increased - showing uneven regional development even before independence.
