CaOCl2 is the mixed salt Ca(OCl)Cl, so its two chlorine atoms have different oxidation states: +1 in the hypochlorite part and -1 in the chloride part.

Bleaching powder is manufactured by passing chlorine gas over slaked lime, Ca(OH)2 + Cl2 -> CaOCl2 + H2O. Structurally, CaOCl2 is best understood as calcium chloride hypochlorite, Ca(OCl)(Cl), containing one Cl- (chloride) ion and one OCl- (hypochlorite) ion bound to the same Ca2+.

In the chloride ion, Cl has its normal oxidation state of -1 (as in NaCl). In the hypochlorite ion OCl-, oxygen is -2 (its usual value), and since the overall ion charge is -1: Cl + (-2) = -1, so Cl = +1.
