For a given amount of gas, the ideal gas law PV = nRT ties T directly to P and V; if both P and V are kept constant, T is automatically constant too.

The ideal gas equation for n moles of gas is:

PV = nRT, i.e. T = PV / (nR)

For a fixed sample of gas, n (the number of moles) does not change. If the problem additionally keeps P constant and V constant, then the right-hand side PV/(nR) is a fixed number - so T is pinned to a single value and cannot be raised (or lowered) while both P and V stay unchanged.
