Newton's three laws define inertia, relate force to the rate of change of momentum, and describe force pairs between interacting bodies.

First law (Law of Inertia): Every body continues in its state of rest, or of uniform motion in a straight line, unless it is compelled to change that state by an external unbalanced force acting on it. This law defines force qualitatively as whatever changes a body's state of rest or uniform motion, and introduces the property of inertia.

Second law: The rate of change of momentum of a body is directly proportional to the applied external force, and takes place in the direction in which the force acts.

F = dp/dt

For a body of constant mass m, p = mv, so F = m(dv/dt) = ma. This law gives the quantitative measure of force.
