Surface tension (N/m) is the tangential force per unit length on a liquid surface that makes it behave like a stretched membrane; surface energy (J/m^2) is the extra potential energy stored per unit area of that surface, and the two are numerically equal.

Surface tension: molecules on the surface of a liquid experience a net inward pull from the molecules below them (since there are no liquid molecules above to balance the attraction), which makes the surface behave like a stretched elastic membrane, tending to minimise its own area. Surface tension (T) is defined as the force acting per unit length of a line drawn on the liquid surface, acting tangentially to the surface and perpendicular to that line.
