Scarcity and choice are inseparable: because resources are scarce relative to unlimited human wants, every individual, firm and economy is compelled to make choices about how to use those limited resources.

Economics arises precisely because resources — land, labour, capital and entrepreneurship — are limited in supply, while human wants for goods and services are virtually unlimited and keep growing. Since it is not possible to satisfy every want with the limited resources available, economic agents are forced to decide what to produce, how to produce it, and for whom to produce it — essentially, which wants to satisfy first and which to leave unsatisfied. This necessity of making a choice among competing alternative uses of scarce resources is what economists call the 'central problem of choice', or the basic economic problem.
