Molecularity is a theoretical, mechanistic count valid only for a single elementary step; order is an experimental quantity that describes the overall reaction, whatever its mechanism.

Molecularity of a reaction is defined as the number of reacting species (atoms, ions or molecules) that must collide simultaneously in a single elementary step to bring about the chemical change. Because it is literally counting real colliding particles in one mechanistic step, it must always be a small whole number (1, 2, or rarely 3) — it can never be zero, fractional, or negative, and a 'multi-step' or complex reaction, taken as a whole, has no single molecularity (only each individual elementary step of its mechanism does).
