Work function is the minimum energy barrier holding an electron inside a metal; threshold frequency is the corresponding minimum light frequency able to supply that energy.

Work function (ϕ0\phi_0 or W0W_0). The work function of a metal is defined as the minimum amount of energy required to just liberate (eject) a free electron from the surface of the metal, overcoming the attractive forces holding it inside.

SI unit: joule (J); in practice usually expressed in electron-volts (eV), since it is a very small quantity of energy at the atomic scale.

Threshold frequency (ν0\nu_0). The threshold frequency is defined as the minimum frequency of incident electromagnetic radiation (light) that can just cause photoelectric emission from a given metal surface — below this frequency, no photoelectrons are emitted no matter how intense the light is.
