The three classes of solids are distinguished entirely by the size of the energy gap between their valence and conduction bands.

In the energy-band picture of solids, electrons occupy allowed energy bands (valence band, conduction band) separated by a forbidden energy gap EgE_g in which no electron states exist.

Conductors (metals): The valence band and conduction band overlap, or the conduction band is only partially filled, so there is effectively no forbidden gap (Eg≈0E_g \approx 0). Electrons can move into unoccupied higher energy states with negligible energy input, allowing free flow of current even at very low temperatures - hence high conductivity.

Semiconductors: There is a small forbidden gap, typically around 0.7 eV (germanium) to 1.1 eV (silicon). At absolute zero the valence band is full and the conduction band empty (behaving like an insulator), but at room temperature, thermal energy is enough to excite a small but significant number of electrons across this narrow gap into the conduction band, giving moderate conductivity that increases with temperature.
